Loud music complaint leads to four arrests for drugs, resisting arrest

Las Vegas Police responded to an early-morning call about loud music that led to drug charges for three people, and a charge of resisting arrest for a fourth.

On Aug. 27, Police arrested 43-year-old Joseph A. Jaramillo; 29-year-old Cheri M. McMillan; 42-year-old Charlene C. Pacheco; and 36-year-old Jason R. Romero.

LVPD was dispatched to a home in the 2900 block of Hot Springs Blvd. around 4 a.m. on Aug. 27 after someone reported loud music coming from a residence.

According to statements of probable cause filed in San Miguel Magistrate Court, when police arrived, officers could hear loud music coming from the residence. As officers approached, Romero exited the home. Officers commanded Romero to remove his hands from his pockets, but Romero turned and ran from officers. According to police, Romero was reaching for something in his waistband, and an officer deployed a Taser to stop him. Police were able to handcuff him inside the home “after a brief struggle.”

However, police witnessed an unidentified man run toward a bathroom in the home. Police heard the toilet flush, possibly to dispose of evidence, and found the door barricaded with a shower rod. Once officers entered the room, they found that the man had escaped by popping a screen out of the window and climbing through it. Police have not identified the man, and it appears he was not arrested.

Inside the home, officers found four other people: Jaramillo, McMillan, Pacheco and another woman who was not charged with a crime.

Near Jaramillo, officers found what they believed to be crushed methamphetamine divided into lines on a mirror that was sitting on a table. Near Pacheco, officers located a syringe with a brown substance believed to be heroin. Near McMillan, police located a piece of tinfoil with burn marks on it.

According to police, Pacheco admitted the substance in the syringe was heroin, and McMillan admitted the foil contained methamphetamine.

Police searched the home after obtaining a search warrant, and tested the suspected drugs found in the home.

The substance from the mirror tested positive as methamphetamine. Police also located a pipe used for smoking meth, and a small bag of meth.

Jaramillo was charged with felony possession of a controlled substance for the methamphetamine, possession of drug paraphernalia for the pipe and tampering with evidence because, according to police, Jaramillo attempted to hide the pipe. He was booked into the San Miguel County Detention Center, and bond was set at $5,000. At a review of conditions of release hearing on Aug. 29, Jaramillo’s bond was changed from a $5,000 secured bond to an unsecured bond, and he was released from jail.

McMillan was charged with felony possession of a controlled substance for the meth inside the tinfoil, and she was booked into SMCDC. Bond was set at $10,000, with the court citing previous cases where she failed to appear for court as the reason for the high bond, but at a Sept. 3 review hearing, it was changed to an unsecured bond. She was released from SMCDC Sept. 3.

Pacheco was charged with felony possession of a controlled substance for the heroin in the syringe.

She was booked into SMCDC, and bond was set at $25,000, with the court citing an “extensive” criminal history as the reason for the high amount.

At a Sept. 3 review hearing, the court ordered that the bond remain at $25,000. Pacheco has previous convictions for possession of a controlled substance, commercial burglary, shoplifting over $500 and forgery. She remained in SMCDC as of this writing.

Romero was charged with misdemeanor resisting arrest, and was booked into SMCDC. Bond was set at $5,000, but reduced to $2,000 at a Sept. 3 review hearing.

Romero has previous convictions for battery, aggravated assault with a deadly weapon, breaking and entering, possession of a controlled substance and DWI. He was released from jail on Sept. 3.

Jaramillo and Pacheco were arraigned in Magistrate Court on Thursday. McMillan is due in court Sept. 10 for an arraignment hearing, and Romero is due in court Oct. 1 for a pretrial hearing.
